I cannot bring up the local authority window. On a citybuilder server?

Since either 1.7.1 or the n-ice patch made city names invisible I cannot bring up the local authority window. On a city builder server this is vital.

This is a game-breaking misfeature introduced either in 1.7.1 or your patch of it, and I can't progress without it.

Sounds as if your signs are "turned-off", in the transparency settings select signs to be ON.

Try:
Click and hold at the menu item "options" (cogwheel) and check if a hook is visible at "town names displayed". Change it if needed

Or:
Go to "documents" and the "openttd" folder, rename the "openttd.cfg" to "openttd.old". Start the game and you will get a new openttd.cfg file with standard settings.
