Server 6 Temperate New CityBuilder (4000 population,Easy,1980-2100) / 5600 and not won yet

So, I took the attached screenshot on server 4, just now... I claimed this town at size 796 - I believe 800 is the limit.

Can anyone tell me what I did wrong? In the yearly counter, my town stayed at 0...

I did notice that commands like !cv did not yield any information from the server; at least not on my end. !admin did generate a response from the server, but there was no admin online. Hence my question here.

Please check the attached screenshot. I'm trying to claim the city in the top-right corner, about as far away from the only competitor on the map as possible. Still, the server says 'your protected area will overlap with another player's. Please move your HQ. How's that? How far away do I need to be?

Server 8 Temperate Extreme Goal (20 Bilion Goal,2000-2300) / Perf. rating

As this is a quite important feature of this server, I would like to know: how is the perf. (performance?) rating calculated? With trains it's hard to keep this up without abusing station spread, yet with planes the perf. rating of passangers is through the roof... I'm confused, so please help me out.
