Title: Mixture of x4 and s8

Well like the title suggests, i'd like to see a timegoal server using s8 maps

Instead of 9 years duration like on x4, i'd suggest around 30 years for this version.

The only other thing i'd like to see, for this idea, is a 5 minute forced spectator mode at the start, so that new games, (if voted for) allow a window of time for everyone to get ready for the start :)

Start Year: 1997 (but starting 1st July so that forced spectator mode caters for the remainder of the year, and a new game starts afresh 1st Jan 1998).
End Year  : 2028 (so that all of 2027 can be used)
