Title: Perf. rating

As this is a quite important feature of this server, I would like to know: how is the perf. (performance?) rating calculated? With trains it's hard to keep this up without abusing station spread, yet with planes the perf. rating of passangers is through the roof... I'm confused, so please help me out.
