Title: [implemented]server 8: no funding of primary industries

Think that funding primary industries in server 8 is little overpowered. It is too easy now to build a supersystem, making a transfer system is more of challenge, now every player can win...

I agree on this one since multiple industries per town is ON on server8.

We never had this setting turned on before, was wondering why was it enabled?
