I see.....well, I agree to unban you now...but if i find you breaking the rules again, i`ll be more harsh........Agreed?
Your ban was 5 days.....but if i catch you again, i`ll add 10 days to the new ban....

I was reading the archievements list, and Ive guess that FLIGHT FLEET could be relationated with the airports

simple rule of thumb: achievements are never built in a way that you need to violate rules to get them.

drowning vehicles?

you can drown your own vehicle, wouldn't violate any rule as long as you don't flood many tiles to do it or harm any other players or continuously do it without stopping.
