[Implemented] Smarter Cities on s8.

Can we please have the same setting as on r4, for city growths and better town roads for s8.

Edit: Town growth is same. For road building the 3x3 layout is active on r4. It´s up to members to vote for a change on server 8 here (poll was active for a week).


2nd Edit: Town layout has been changed to 3x3.
