Complaints / server 6 problematic players

Hi there,
I noticed that for last few weeks there was an increase of players on S6 whose main aim is to disturb other players rather than expanding their own towns. (usually they don't even build HQs)
As their methods are usually similar I was wondering if it's the same person, or somebody just created a bot or something?
Can something be done about it?
